In Frankrijk is het verplicht om een milieusticker op je auto te hebben die aangeeft hoe milieubelastend die is. Heb je geen sticker op je auto en rij in een milieuzone, dan riskeer je een boete van 68 euro. Een sticker hoef je maar één keer per auto aan te schaffen. Het bestellen van de sticker is niet moeilijk maar ik liep wel tegen een browserprobleem aan. Als je al in Frankrijk bent dan is er geen man over boord, je kan alles online doen en met een voorlopig bewijs die je per e-mail ontvangt zit je goed.

Ook in Frankrijk doen ze iets aan de luchtkwaliteit. Om een regionale wildgroei van regels zoals in Nederland tegen te gaan is het verplicht om een sticker, ofwel een vignet Crit’Air, op het voorruit van je auto te hebben. De kleur van de sticker geeft aan hoe milieubelastend de auto is.

Er zijn zes kleuren namelijk groen (0), paars (1), geel (2), oranje (3), rood (4) en grijs (5). Groen is er vanzelfsprekende voor de milieuvriendelijkste auto’s, denk aan elektrische voertuigen, terwijl de auto’s die het slechts voor de luchtkwaliteit zijn een grijze sticker moeten hebben. Auto’s van voor 1997 krijgen helemaal geen sticker en mogen de milieuzones niet in.

Gelukkig hoef je zelf niet te bereken welke kleur je op de auto moet plakken, dat doet de Franse overheid voor je. Dat moet je doen op de website www.certificat-air.gouv.fr. Je kan de sticker nergens anders kopen. Kosten zijn 4,21 euro en dan sturen ze hem ook nog naar je op in Nederland. Dat is goedkoper dan vorig jaar want toen was is 4,80 euro kwijt. Zelfs in Frankrijk kunnen overheid diensten goedkoper worden! Het blijft natuurlijk een vorm van belasting.

De gemeente Valence heeft aangekondigd dat het een milieuzone zal instellen als dat nodig is. Aangezien de Route du Soleil zo’n beetje recht door de stad loopt geldt dat ook voor de snelweg. Zo kan het mogelijk zijn dat je een sticker nodig hebt om over deze drukke snelweg te mogen rijden.

Bij ons vorig bezoek aan Frankrijk landde er een steentje hard op het voorruit van onze auto met een kleine barst als resultaat. De kleine barst was drie maanden gegroeid over de hele voorruit die dus vervangen moest worden. Niet echt een ramp natuurlijk maar omdat er een Franse milieusticker op de oude ruit zat moest ik die dus vervangen. Dat bleek net iets lastiger dan ik verwachtte.

Eerst moet je aangeven of je auto op een Frans kenteken staat of niet, dat is bij de meeste Nederlanders niet het geval dus je kiest de rechter optie met de meerdere vlaggen. Het volgende scherm is ook makkelijk. Hier staat wat het formulier inhoudt en waarom. Naar beneden scrollen maar en twee keer een vinkje geven en het knopje ‘Suivant’ (volgende) aanklikken. In het volgende scherm is het de bedoeling dat de gegevens van je auto, of motor, invoert en daar ging het bij mij fout.

De bovenste link helpt je bij het invullen van het formulier. Nadat je hebt aangegeven dat je uit Nederland (Pays-Bas) komt krijg je een plaatje met alle velden met daarnaast een voorbeeld van een kentekenbewijs waar je alle velden kan vinden. Dat is erg handig en je doet er goed aan deze link te openen in een nieuw venster te openen zodat je hem kan bekijken terwijl je het formulier invult. Dit doe je door de site in een nieuw venster op te vragen. Voor het gemak heb ik hem ook onder dit artikel gezet.

Probleem met Chrome

Om het formulier in te vullen sluit je het schermpje met het kentekenbewijs door er naast te klikken en de blauwe knop met ‘+ Ajouter un véhicule’ aan te klikken. Dit gaf bij mij een probleem want mijn geliefde Chromebrowser wilde dit niet doen. Na vijf minuten driftig geklikt te hebben en de Fransen te hebben beschuldigd van falende ICT probeerde ik het in Firefox en die deed het wel. Ook Edge en Opera bleken er geen probleem van te maken dus die kan je ook gebruiken.

Als je eenmaal de juiste browser hebt krijg je nu een formulier voor je neus waar je de gegevens van je voertuig moet invullen. Die vind je allemaal op je kentekenbewijs. Dit zijn de verplichte velden die je moet invullen:

– N° d’immatriculation / kenteken
– Date de première immatriculation / datum eerste toelating
– Catégorie de véhicule / Voertuig categorie
– Carburant / Brandstof
– Pays d’immatriculation / land waar het voertuig is ingeschreven
– N° de série / Voertuigidentificatienummer
– Marque / Automerk
– Télécharger le justificatif d’immatriculation (upload kopie kentekenbewijs)

Er zijn twee verschillende milieuzones in Frankrijk; permanente en tijdelijke. De permanente zones (Zones à Circulation Restreinte) zijn er vijf op dit moment; Parijs (binnen de ring), Grenoble, Straatsburg en Lille. In deze zones mag je alleen rijden als je sticker hebt.
Daarnaast zijn er tal van gemeenten die een tijdelijke milieuzone kunnen instellen. Dat wordt gedaan als de luchtkwaliteit slecht is en deze worden door borden aangegeven. Ook hier geldt dat de zones alleen toegankelijk zijn met auto’s met een sticker. Als de lucht zeer slecht is kunnen gemeenten de zone afsluiten voor auto’s met rode of grijze sticker.

De kopie van je kentekenbewijs maken is even een dingetje want die mag niet groter zijn dan dan 400 Kb. Een foto maken met je smartphone kan maar dan moet je wel de kwaliteit van je foto naar beneden schroeven of de foto verkleinen anders is hij te groot.

Nadat je dit formulier hebt ingevuld geef je aan dat je geen robot bent en druk je ‘Suivant’. Op de volgende pagina moet je je persoonlijke gegevens invullen en je creditcard gegevens. Waarna de bestelling wordt afgerond.

Binnen een paar minuten krijg je een mail dat je verzoek is ingediend en in behandeling wordt genomen. Vervolgens krijg je twee of drie dagen later per e-mail een bericht met een pdf met de factuur.

Op het onderste gedeelte van deze factuur staat een QR-code en een afbeelding van de sticker. Deze kan je gebruiken als voorlopige sticker dus als je al in Frankrijk zit en je hebt nog geen sticker kan je deze gebruiken. Als je je printer bij je hebt of je moet opzoek naar een plek waar je even iets kan printen.
